Sir,

I have the honour to report that in September,

1911, in consequence of the receipt by Government of mumerous

applications from subordinates of the class to which General Order

48 (i) refers for an increase in their salaries, Sir Frederick

Lugard appointed a small Committee composed of the Treasurer, the

Honourable Mr. E. A. Hewett, C.M.G., and the Honourable Mr. C. H.

Ross to consider and report on (a) the remuneration of Government

Office Employés with salaries of $15 per mensem and under, and (2)

the housing of such employés or alternatively the grant to them of

house allowances. Attention was drawn to the fact that a large

number of the employees referred to is provided with free quarters

while many others occupying similar positions have not that pri-

-vilege.

The Committee recommended an addition to

General Order No. 17 (4) now No. 48 (i) - of the following

clause:

"Free quarters will be provided or in lieu thereof at

the discretion of Government an allowance of $2 per

month".

This recommendation was approved by Sir F. Lugard, but I found that though the allowance had been granted to several subordinates whose cases were specially brought to the notice of the Government by the Heads of the Departments to which they belong, the new scheme had not been applied throughout the
