He has the capacity for taking infinite pains, is very accurate in all his work, vory industrious, pertinacious and patient.

4. I had experience of his power to handle criminal investigation in what is known as the Ilang Tsun-fuk case which formed the subject of Sir M.Blake's Confidential Lespatch of 18th. June 1903, and I recorded my opinion of his services in connection with that case in my Confidential Despatch of 28th. June 1904.

5. Dr.Messer has now administered several departments. It is universally acknowledged that he has been a

his reputation as a capable organiser and administrator will be enhanced if he is placed in charge of the Police Department and its important Sub-Departments.

6. I consider it absolutely indespensable that at the present time the Captain Superintendent of Police should be an officer with knowledge of the Chinese and the Chinese language.
