I forward you attached, my application, in tripli-

-cate, for promotion by transfer to some other of H. M. Colonies, and I shall be glad if you will be good enough to give me the benefit of your recommendation, and forward my application, with this letter, to H. E. the Governor,, who I hope will assist me in my desire in his report to the Secretary of State.

2. As Assistant Engineer I carried out some important works, namely, an addition to the Slaughter House, Disinfector Station, Taipingshan; Market, Taikoktsui; and the completion of the contract for raising Tytam Dam and building the Bywash Dan. I also constructed the Wongneichong Gap Reservoir and the Wongmeichong and Tytam West Catchwaters.

3. I was appointed acting Executive Engineer in charge of Weare Works vice Mr. J. R. Crook in August, 1900, and in charge of Drainage Works in September, 1900, vice Mr. R. F. Drury, and I continued in charge of both these branches until relieved of the

latter by the arrival of Mr. Jackman in July of 1903.

4. The Waterworks of both Hongkong and Kowloon have

extended considerably during my term of office and I need hardly

that my work though exceedingly interesting, is one calling for

great care and frequently most anxious attention.

5. Both my age and experience fully qualify me for

promotion but there appears to be but little prospect of promotion

by remaining in Hongkong.

6. Although I must express a preference for transfer to the West Indies, I shall be glad to consider the offer of any Colony provided I am not called upon to suffer any material

reduction in remuneration.
