I have the honour to inform you that a con- -siderable increase in the strength of the Hongkong Volunteer Corps is expected to take place shortly, in response to a special appeal which I have rade, and it is necessary to provide arms and accoutrements as soon as possible in order that they may be avail- -able during the approaching training season. I take it for grant- -ed that you have no objection to the establisment being exceeded.

It is proposed, if possible, to form a Civil Service Company of two sections, and the Indent which I enclose provides for four Maxim Guns and. Mountings for this Company. I should be glad if you would authorise this order being placed with the Crom Agents now, although it will cause an excess on the current year's estimates. For the reason given in paragraph 1 it is very desirable that these arms and accoutrements should be available at the earliest possible date.

I shall report in due course what additions to the establishment are proposed.
