Enclosure 3.

194

Extract from "Wa Taz Yat Po", Hongkong, of 27th. September,

1912.

Notification of the Governor (of Canton) prohibiting transportation of silver coins to out-lying districts.

Now that it has been passed at the meeting of the Chamber of Commerce and the Representatives of the various branch

Chambers of Commerce that on and from the 25th. instant notes shall be accepted throughout all localities at par with silver,

and consequently in purchases, sales and all transactions in all

out-lying districts, there is not to be the least difference

between coins and notes, naturally there is no need to transport

a large number of silver coins to the out-lying districts to the

prejudice of the market at Canton. At present, however, enquiries

show that on board the junks plying between Canton and the interior

considerable numbers of silver coins are transported to the dif-

-ferent out-lying districts, a practice which causes no trifling

injury to the interests of the public. Directions have now there-

-fore been given to the Superintendent of Police to send detectives

and the Police strictly and closely to investigate, and to impose fines on any offenders, and this notification is in addition

issued for the information of the owners of mail-vessels, junks

and other boats plying between Canton and elsewhere, the various merchants, passengers and all persons that in the future nobody shall export more than 850 in silver coins, and any exported sum of over 850, if detected, will be liable to be forfeited. All persons should give therefore strict observance without the slightest negligence, that so they may not be liable to punishment.
