An a reement may certainly be made between the Covernment of this Colony and the Canton Government As to the best way of co-operating, and all the inconveniences are thus avoided; but such an agreement may be Lade directly between the two Government interested it seeming to me that the autorities at Canton anould address the selves to the Goverment of the

Colony of Lacau and not seek to rocure the gracious intervention of Your Excellency which, while I thank you „uch, I consider dis- -pensable. While answering in this way to Your Excellency's letter, I beg that it there may not be perceived in the answer the slight- -est intention of prejudicing the accomplishment of the endeavours which have been agreed upon between Your Government and the Govern- -ment of Canton for the persecution of le pirates. I desire most earnestly to collaborate in these operations that, as Your Excel- -lency has well said, will contribute powerfully to the benefit of

peace and good order in the Colony of Hongkong, the Colony of

Lacao and the surrounding territories.

But it is my opinion I repeat that the seid Co-operation must be made reserving to the forces of my country

with the help of troops sent by the Chinese Autuorities if they

are willing to do so, and leaving to the combined forces of China

and Ingland the care of fighting the pirates on the numerous
