I consider r. irving as by far the least
qualified of the four candidates for the post. I
regret to have to record such an opinion for I have a
personal regard for Ar. Irving. But he has not the
capacity of the other three, nor has he the strength
of character to justify me in recommending him for
this important post. He is unfortunate, perhaps,
in finding himself in competition for this post with
Chree officers whom the community, officiel and un- -officiel, recognise as men of exceptional (bility.
I nave reason to beleive thet nir F.Luard shares
the view that r.Irving would not be a good nominee
for die vacant appointment.
10. At the same time, I recognise that, if
Ar.ärvi is passed over as recommended by me, he
will in view of his longth of service make a great
grievance of it. I have therefore to sugest that
next year his substantive post of Director of Ruucation
might be raised to a first class appointment(in dollars).
Thie will involve little extra expenditure since he
now enjoys a personal allowance of £75, which brings his salary, at 3/- to the dollar, to 2885 peramui.
I shall havo several recommendations for
extending the scope of the ducation Department to
naxe to you soon. I intend to suggest that all
Vernacular Schools in the Low Territories be brought
undor direct control and supervision of the Department,
and that the power to control and supervise all schools
in the Colony, whether aided or not, be acquired by
the Department by legislation.
These changes alone
will justify the enhancement of the appointment
which r.irving holds.
