8. Failing r. Clementi---and I feel bound to say that it would be wiser, in my opinion, to utilise his exceptional capacity and industry as Colonial Secretury of a Crown Colony, which is the line of promotion he moet desires--- I recommend .r._esser and rallifax in the order named. r...esser is the senior of the two both by original appointment and in Class 2. Loth are exceptionally able officers possess od of that strength of character which is absolutely essential in dealing with the Chinese population which has had its head turned by the recent revolution and has, speaking generally, assumed an attitude loss anenable than formerly to official control. This attitude must be carefully watched and tactfully reprossed. It is a much more difficult population to handle than it was in former years. The situation is rendored more difficult by the incapacity of the Government of the neighbouring Province of China, the disregard it is evincing to Treaty obligations, and its somewhat wireasoning patriotism which renders it in effect as antagonistic to the aspirations of Foreign Governments as was the old Manchu Goverment.
