GOVERNMENT HOUSE,

HONGKONG. 14th. September, 1912.

Referring to the proposal contained in my

Despatch No. 284 of the 12th. August to provide in next year's

Estimmtes for the building of quarters for Overseers in the Public

Works Department and Inspectors in the Sanitary Department, I have the honour to recommend that if the scheme is approved advantage

be taken of it to discourage marriages of the Government Officers concerned with Chinese and Durasians except by permission of the

Governor.

2.

It has been the practice for a great many years past to discourage Police Officers in this Colony fram

Larrying Chinese by refusing to re-enlist them on ex iravion of

tule 3 years term for which they may be serving. This policy hes

been successful and there are no Buropean Police Officers now

#rried to Chinesen lurozians.

When I was Superintendent of Victoria Gaol I

succeeded in stopping the marriage of Werders in the Caol with

Chinese and Eurasians by letting it be known that I should refuse

to allow any so married to occupy Government quarters. There are no European Officers in the Prison Service married to Chinese or

Burasians.

3.

There has been up to date no lever b which indirectly to prevent the Marriage of Sanitary Inspectors and Overseers in the Public Works Department with Chinese and
