With reference to correspondence on the sub- -ject of the Hongkoktsui Ereakwater ending with Sir F. Lugard's Despatch 91 of the 17th. Larch, 1911, I have the honour to transmit a proposal submitted by the Director of Public Works for a slight modification in the design of the superstructure of the breakwater with a view to facilitating its construction.

I would ask you to be good enough to submit ir. Chatham's proposal to the Consulting Engineers with a request that they will treat the matter as an urgent one and I would fur- -ther ask you to be good enough to communicate their decision by telegraph.
