Please telegraph your decision regarding the foll- -owing: On the 19th inst. over 40 pirates armed with rifles and revolvers attacked the police station at Cheung Chau. 3 Indian policemen were shot dead,
1000 were robbed together with all arms and ammunition as well as a pawnshop in the village. They then seized a atcam launch at anchorago and escaped to island near Macao. It is uncertain whether in Chinese or Fortuguese territory. There are reported to be at least 100 men in this stronghold. Admiral, commodore, and senior officer commanding troops concur with me that this gang should be wiped out. To effect this I ask your permission to offer to co-operate with Chinese and Portuguese authorities in concerted action, and to detail for the purpose not less than 400 men of the garrison: strong flotilla will be provided by commodore of destroyers,gurboats and armed launches. The colonial Lovermont to bear such proportion of the expenses of the expedition as you may consider correct.
