Paragraph 4 of His Excellency's minute of

Although we were of opinion as a matter of public policy that the system adopted at home should be followed here

there is no legal right to compensation in a licensee, and there

is therefore no legal impediment to substituting a term of notice for monetary compensation, nor is there any legal right

to notice at all, the licence running up to the 30th. November,

following the date on which it is granted.

2.. As rogarda the question raised in 2nd. paragraph of His Excellency's minute of 13.6.10 we have already expressed the opinion that licences should be extinguished subject to compensation and in our judgment a five years' notice is not fair equivalent. The alternative is for the Government or Public House Trust to take over the premises on payment of compensation duly ascertained in some manner similar to that

existing in England.

There is, however, no legal bearing on this question and His Excellency will doubtless dofor to the matured recommendation on the Licensing Board.
