I think I am right in saying that in England
under the recent Licensing Act compensation for extinction of a
licence is only paid when the Licence is extinguished within
14 years of the date of the Act. After 14 years (that is after
14 years notice to licensees) no compensation is payable.
If that is so do the Law Officers consider
that having regard to local conditions set out in paragraph 4 of
the Licensing Board's letter of 17th. May, notice as in para- -graph 2 (1) without any money compensation is fair and reason-
-able. If not what alternative method do they suggest.
It seems desirable in order to facilitate

the carrying out of the policy decided on to amend Section 5
of 46 of 1909 so as to rake the life of the Board 5 years (if
the notice is to be 5 years) from 1st. December, 1910.
