Reform of Public Houses.

Council advised that it was desirable to place some

or all of the Public Houses in the Colony úder the control óf

a public company, to be managed as a commercial undertaking on the lines of the "People's Refreshment House Association" in England.

Council further advised that without recognizing the claim of any Public House licensee to the renewal of his licenco it is desirable to fix a date for the termination of existing licences.

In consideration of the fact that many of these licences have been renewed from year to year, Council advises that existing licensees may be given compensation (without thereby recognizing or establishing any legally on- -forceable claim) by way of notice, varying as described below but subject always to good behaviour and without impairing the authority of the Licensing Boad to refuse a licence on public

considerations.
