It will be noticed that in most of the cases

the sign under which the licence has been held has been moved from one house to another not infrequently. In Hongkong houses have not been built, as in England, for Public Houses. Ordinary houses originally built for Chinese habitations have been adapted for such use. These facts weighed with the Licensing Board in making no recommendation for compensation to landlords. It is quite a fortuitous accident that the houses have been occupied as Public Houses and if landlords suffer loss of rent in some cases by with- -drawal of the licences they have had the benefit of good rentals in the past. It is to be noted that landlords have not made any claims for compensation for loss in letting value which may occur on non-renewal of these licences.

On the larger question of the formation of a

small Trust to establish one or more houses on the lines of the Houses of the People's Refreshment House Association (Broadway Chambers, Westminster, S.V.), or of a large Trust on the lines of the Home Counties Public House Trust Limited (Head Office -

Radlett, Herts), I shall endeavour to address you towards the end

of the year. The latter project is fraught with many difficulties.
