The Treasurer's report was submitted to the

Law Officers (Ir. H. L. Dennys, Acting Crown Solicitor, and ir. W. Rees Davies, Attorney-General,) whose opinion was asked as to whether having regard to local conditions set out in para raph 4 of the Licensing Board's letter of the 17th. of Lay, notice as in paragraph 2 (1) of that letter is fair and reasonable. The Law Officers recorded their opinion in a minute of the 9th. of July (copy enclosed) upon which I wrote the minute of the 12th. of July (copy enclosed) to which the Law Officers replied in minute of 29th. August, 1910, (copy enclosed). These minutes were laid before the Licensing Board who recorded their decision in a letter of the 17th. of September (copy enclosed). In deference to the opinion of the Law Officers that 5 years' notice to holders of Public House Licences was not sufficient, the Board suggested that if any of the existing licensees are still holding licences on the 30th. of November, 1915, the question of granting them compense- -tion to the amount of 1 year's profits (estimated at a maximum of $3,000 in any one case) might be considered. It is also to be
noted that it is probable that any Trust or Association that may be formed would employ some of the licensees of long standing and perhaps one or two of the best of the others as Lanagers of
Public Houses under the new system.

The Board's letter of the 17ta. of September
was considered, with the relative papers, in Executive Council on
the 7th. of October, 1910, when it was unanimously decided to
give notice to the licensees of the Public Houses concerned in the
form, drafted by the Attorney-General, of which copy is enclosed.
Notice was Liven accordingly by the Licensing Board on the 8th.
October, 1910. At the same time I gave directions that Ir. lesser,
at the time acting as Treasurer, should require the licensees of
the Public Houses in question to furnish particulars, supported by documentary or other evidence, of the shunt of capital sunk by them in their businesses in expenditure on (a) furniture, (b) stock-in-trade, and (c) goodwill. I also directed a valuation of
the furniture of these Public Houses by the Assessor of Rates,
