In reply to your Confidential Despatch of the

17th. may, I have the honour to inform you that I propose to

continue to issue tine forms of certificate forvarded in my Confi-

-dential Despatch of the 13th. July, 1904, to the different classes

of British subjects of Chinese descent referred to in paragraph 3 of my Confidential Despatch of the 9th. June, 1910, subject to

the limitations suggested by Er. Hurst in his inute of 1st. September, 1910, (page 22 of printed correspondence No. 28910/1910) in the classes he has designated (b) and (c). I shall be glad, however, to learn whether you desire the limitation in (c) to

individuals who continue to reside in Hongkong to be extended as suggested by Sir F. Lugard to individuals resident in a Treaty Port of China. I am not myself in favour of the extension.

I understand that the above procedure will

conform to what Sir F. Lugard intended.

Confidential Despatch of the bin. of July and of informing you

that I have not received the printed enclosure referred to in Sir

E. Grey's letter of 27. June, 1912, to Sir J. Jorden.
