no opium be landed without a permit except to a general
warehouse.

PREPARED OPIUM.

It does not seem necessary to take any further
steps with regard to the consumption of prepared opium in Hong
Kong beyond the proposed amendment of the definition of "opium
divan". There is however a considerable quantity of prepared
opium smuggled from Hongkong to America, Manila and Australia
and I think that this might be checked by providing:-
(1). That the number of chests draw by the Farmer be
reduced to the quantity legitimately required for local
consumption and for export. The quantity for local consump-
tion should be fixed and if any legitimate exports are
made additional cheats can be allowed according to the
quantity exported.
(This can be done in the new contract).
(2). That no sales of more than ten taels may be made
except to licensed persons and that it be made an offence
for any but licensed persons to have more than that quanti-
ty in their possession.
MORPHIA AND COCAINE.
4.
The laws and regulations relating to morphia and
cocaine have lately undergone revision and are now from a
practical point of view satisfactory. I would suggest however
that Part III of the Opium Ordinance be omitted and that morphia
be classed with cocaine under the Pharmacy Ordinance.
