I don't thing we need differ from Sir H. May in

his proposal to treat Chinese lunatics who are

british subjects

them in the Colony. There can't be many of then,

and the accommodation is no doubt suâficient.

Moreover we wish to mare a distinction between

lunatics for which the Chinese Govt. have a lia-

bility and those for whom ( in our opinion, at

any rate) they have not, since we hold them to

be British subjects. I would therefore agree on

this point.

On the other hand, I don't see why we should

commit ourselves indefinitely to making an annual

contribution for alien Chinese lunatics, when

the Chinese Govt. admits its liability for them,

and may hereafter make suitable arrangements to

meet their liabilities. The H.K. Govt. should

therefore reconsider the matter in a few years'

time, with a view to inviting the Chinese Govt. to

carry out their responsibilities.
