In paragraph 4 of that Despatch you stated that
you were consulting the Crown Agents with regard to the question of
raising funds for the completion of the purchase (of the land)
and for the other expenditure contemplated in Mr. Severn's Des-
-patch of the 12th. April. I infer from this that it was your
intention to approve all the expenditure proposed in that Despatch
although it was pot definitely stated. Kr. Severn has drawn my
attention especially to the proposals put forward in paragraph 7
and the latter part of paragraph 9 of his Despatch relating to the
purchase of a house for the Manager of the Railway. I have visited
the house which is suitable for a residence for the Manager and
the adjoining land will be a welcome acquisition seeing that the
Colonial Government has no Crown Land, beyond an adjoining area
too valuable for the purpose, on which to erect quarters for
for Government servants in the future or other purposes. I therefore
recommend the purchase at a cost of $60,000 as recommended in the
Despatch.

As requested in your Confidential Despatch of
the 13th. June, I will give the question of how the sum required
I have the honour to refer to your telegram of the 24th. May in which you approved of the purchase of certain
land for the terminal station at Kowloon, and to your Confidential
Despatch of the 25th. May which confirmed it.
