Sir,

I have the honour to transmit the enclosed petition addressed to the Government by eighteen of the leading Chinese praying for the grant of a piece of Crown Land for the establishment of a Cemetery for Chinese permanently resident in Hongkong.

Sir F. Lugard expressed himself in strong sympathy with the proposal on the ground that it would tend to create a colonial feeling and to specialize a class who desire to identify themselves with the Colony.

I enclose a copy of the plan referred to in

the petition. The Director of Public Works considers the area a very suitable one for the purpose. It consists partly of a terraced plateau, about 100 feet above road level and partly of hilly ground. It is accessible either by road or by water and its proximity to the Aberdeen Docks would make it an easy matter to provide a pier which the Petitioners consider will be necessary as soon as the cemetery is opened.
