Referring to previous correspondence ending
with your Despatch No. 229 of 29th. July, 1911, I have the honour
39%, to transmit copy of a letter addressed to the Colonial Secretary by
Mr. H. P. Winslow, Manager of the British Section of the Kowloon- -Canton Railway, in which he asks that he may be allowed to draw his increments annually.

In view of the reasons set out in the applica- -tion I would suggest for your favourable consideration that Mr. Winslow should be permitted to draw his increments on a progressive scale by which he would reach his maximum in eight instead of in six years. The present and proposed scales are as follows:-
