The points to which I have drawn attention so far are these-- the

elaborateness of the work undertaken; the short time which we had al-

lowed in which to do it, because both the Government and myself were

in ignorance at the time what an amount of work there was to be done;

and the difficulties which are inherent to printing in the Colony. Fur-

ther the necessity for a verification by the Departments, and the re-

fusal of the Goverment to co-operate.

I now cone to what took place immediately after the Volumes were dem

livered. I first wrote a minute asking that those Heads of Departments

who had received copies (1.e. Heads who were Members of Council) should

be asked to look through their own Ordinances to see if there were any

errors. Almost simultaneously I discovered the omission of three sche-

(the M. Laviy bure mislaid in the Printing office dules of the Merchant Shipping Ordinance, and wrote at once asking

that the gopies should be withdrawn and returned to me so that I could

reprint the pages on which there were mistakes. Mr Alabaster about the

same time informed me that some errors of references had been disco-

vered, and that he had found the mistake in the Police Ordinance. He

promised to let me know in any others were discovered. A day or two

later, seeing him on the verandah outside my room, I said I hoped he

had not found any more; he said Yes, there was a mistake in the Offi-

cial Signatures Ordinance, and then grinning, as though he thought it

rather funny, he added that the volumes simply teemed with mistakes,

Almost immediately afterwards I received Mr Severn's letter.

Now with regard to this letter it is open to two very grave criticisms;

they are errors of judgment which no man with more experience of af-

fairs would have committed. In the first place, no trouble was taken

an opportunity of putting the mistakes straight, I have already criti-

to have indulged in at my expense, however pleased he day have been to find me tripping. It is advisable to repeat what I have already said. More than a third of the Ordinance errors were in the "Index of ordi- nances" and the "Corrigenda", all of which could have been set right
