As it is obvious to me from all that has

occurred during the last three weeks that the members of the

Government principally concerned have not the slightest notion of

the injustice of what has been done, and as it is also obvious

that their lack of familiarity with the details of printing and

publishing will prevent an accurate report of the facts being

sent to the Secretary of State, I enclose herewith a statement of the facts which I must request shall be sent to the Secretary of

State with any report by the Government. I decline to allow my

name to appear on the title-pages of any of the Volumes, and the

Preface must be withdrawn. This is the only means I have of

expressing my feelings at the way I have been treated: but to the

public who know what the work has been, and the spirit in which

I have undertaken it will tell its own story. I regret to find

that the Index Volume and Volume III were not circulated to

Members of Council, so that they are still in ignorance of the

measure of the injustice which has been done to me.
