Committee regard the proposal of the Directors of the Hong
Kong and Shanghai Bank as safe, and as the best working
solution of the problem which has been suggested.
The
Committee beg to recommend it accordingly, being convinced
that it forms the only really practicable means of meeting
the pressing wants of the Community.
