For the last 5 weeks mails have arrived out

of order, in one case, the same mail was split up. Last week, the bag containing the correspondence for H. M. Ships and addressed to the Senior Naval Officer was found unsealed, and correspondence for H. M. S."Rosario", "Tamar" "Robin" and "Prometheus" was found tied up in bundles amongst the Hongkong mail when it should have been

in S. N. 0. Mail.

I have reported these circumstances to the

General Post Office, London, and have sent them back the seals of our mail shewing how extremely easy it is to reuse the seals and yet show no traces of violation.

It is useless making any representations through the Foreign Office: both Russia and Japan undoubtedly obtain information from the examination of mails. The only thing is to keep to the Suez route. The British Post Offices only send via Siberia, when particularly requested to do so.
