On the 20th. June I received a report from the
District Officer at Taipo that the Police in the border district of the New Territories were inadequate for the protection of the frontier against raids by armed gangs of desperadoes from Chinese Territory, and that there was a growing feeling of nervousness both among the Police and among the inhabitants of those districts. Mr. Orme, therefore, requested that troops might be stationed along
the frontier.

I discussed the situation with Your Excellency
on the 21st. June and we then agreed that troops should be despatch -ed with as little delay as possible to patrol the frontier for the purpose of preventing armed raids. We further agreed with refer- -ence to paragraph 974 of the King's Regulations that, whenever possible, the District Officer or the Assistant District Officer in the New Territories should in his capacity of Magistrate co- -operate with the Military Officers in command, but that, when for any reason at a time of emergency the District Officer or his Assistant cannot be consulted by the Military Officer in Command, such Military Officer shall act on his own initiative.

I take this opportunity of thanking Your Excel- -lency for the prompt assistance which you have given this Government and for the very effective steps which you are taking to protect the frontier.
