There is one point which was overlocked by all
of us in our conversation this morning, but which it is right I
should warn you of before the Government takes a step which will
compel me to go to law. The Government unfortunately will have no
right to undertake the independent investigation which you con-
-template, or at least to publish it without my consent, because
the copyright is mine, and if the Government maintains its present
attitude I should withhold it. The only possible way in which the
course you wish to adopt could be followed is by paying for the l
work which has been done, and as we seem owing to your present
attitude gradually coming to arms-length it may be as well to let
you know that my claim will be two-fold, first on the original agreement, secondly, on a quantum merit for the additional work done, agreed to and accepted by the Governor.
Surely a little reflection will show you that a
more pliant attitude would be better in the public interests, and that a reference to experts who would consider both sides of the
question would be the sounder course to pursue, as they would then
have the technical details before them. One thing struck me special
-ly this morning, that these technical details are not now present
to your mind, for both you and Mr. Clementi made use of expressions: entirely inapt in connection with printing matters. On other matter: you have not as yet seen the whole of the work, and until
you see the Index and the 3rd. Volume you are somewhat in the
dark as to the amount of work which, if you insist on pursuing the
course you have suggested, you would practically appropriate for a year, while the independent investigation is proceeding. And one other matter which I think it better to repeat: before you plunge into this independent investigation let me beg you to consider the enormous amount of time it will take, this on the
