Referring to my Despatch No. 214 of 29th. lay,

I have the honour to inform you that the Colonial Treasurer has asked me to lay before you his views on the subject of the pension to which Mr. R. G. McEwen will become entitled on his retirement.

These views are briefly that the pension should

be composed of two pensions calculated respectively under Sections 1 and 2 of Clause 17 of the Hongkong Pension Minute, the former as being on account of service before the year 1897 carrying the privileged rate of exchange of 3 s. 8 d. to the dollar, the latter as being in respect of service subsequent to that year carrying the usual rate of 3 s.

I am unable however to agree with Mr. A. M. Thomson's view of the matter. So far as this Government is concern- -ed Mr. McEwen's service is continuous and as he can obtain no pension from the Imperial Government in respect of his service at the Naval Yard that period must be regarded as leave without salary.
