Referring to your Confidential Despatches of

Passenger Certificates of the S. S. "Paul Beau and S. S. *Charles Hardouin", I have the honour to inform you that the Attorney- -General advises that the law as it stands does not admit of the adoption of the course proposed by the Board of Trade but that the difficulty could be met by deletion of the word "British" in section 38(1) of the Merchant Shipping Consolidation Ordinance, 1899.

I have accordingly to request your sanction to the introduction of an Amending Ordinance for that purpose, and in this connection would refer to paragraph 3 of Lord Crewe's Con- -fidential Circular of 30th. November, 1909.
