Hongkong. 9th. May, 1912.
I am directed to inform you that His Excellency the
Officer Administering the Government has ordered proceedings to be taken against you under General Orders 83 to 104. The ground of the intended suspension are as follows:-
(a). That at 3.15 p.m. on the 19th. April, 1912, you
were in such a condition through the use of drugs
as to be incapable of discharging your duties
properly:
(b). That at 10.30 a.m. on the 2nd. May, 1912, you were
in such a condition through the use of drugs as to
be incapable of discharging your duties properly: and,
(c). That in the 2nd. and 3rd. May, 1912, you were
absent from duty without leave.
I am therefore to call upon you to state in writing before the 20th. instant, any grounds upon which you rely to exculpate your-
-self.
I am also directed to remind you that you have been
interdicted from the exercise of the powers and functions of your
office as from the 4th. instant, and to inform you that until proceedings have been taken for your suspension you will be allowe
to receive one-half of the salary of your office.
