I have the honour to transmit to you the
enclosed copy of a letter from Robert C. McEwen, Inspector of Larkets requesting that the whole of his Coverment Service in Hongkong may be allowed to count towards pension, together with the covering minute of the Secretary of the Sanitary Board.

In view of the fact that Kr. McEwen's trans-
-fer to the Naval Yard Tolice Force on the 5th. karch, 1896, was
sanctioned by the Governor and that the whole of his service nas been in Hongkong, I think that he may reasonably be permitted to
draw pension for the whole of his term of service under the Colo-
-nial Government, but that he should address himself to the Navel
Authorities with regard to the period during which he was in their
employment. I should be lad, however of your ruling in the
matter.
