I wanted you to come up in order that you might be
satisfied as to these things for yourself, but I had now better let ◄ you know how things really are.
There is just one other point, viz.:- as to our jurisdiction over foreigners. I believe I omitted one condition as to China Companies in my despatch, it is that all shares in such companies should be fully paid up. In that case I think we should have little or no cause to worry about them. Still, if there is a chance of using the
Hongkong Court to bring pressure on foreigners, there is reason in
retaining its jurisdiction. I ought to make it clear, though I suppose it is unnecessary, that I am only speaking of jurisdiction under the
Ordinance and not of the ordinary power of the Court to give notice to
foreigners out of the jurisdiction of the issue of writs.
