Director of Public Works containing the terms on which he re-
-commends that the lot should be put up to auction. I have consult-
-ed with the General Officer Commanding who has no objection to
these terms subject to the conditions contained in paragraph 3 above and of course to a right of pre-emption to all the coal in the depôt at any time by the British Government. The term of the lease may appear too long, but the works to be carried out are
very costly.
5.
If you should approve of the issue of a lease
to the Mitsui Bussan Kaisha on the terms proposed by the Director
of Public Works and in paragraph 3 above, I should be glad to
know by telegraph as Lessrs. Leigh and Orange are anxious to begin
work.
