CGE 27 MAY 12. In view of the following points I think that
the scheme should certainly be encouraged; -
a.
Government incurs no liability beyond the
small capital outlay named. Even if the scheme were a failure,
the training of these nullahs especially those in the valleys
named, would be of permanent value, and would not have been money
wasted, while the road together with the improvements in access,
laying out &c., made at the Promoters expense, would increase the
value of the land and render its development more probable later or
b.
Government is safeguarded by the Reservation
asked for. If the land ceases to be a reservation, the Government
might ask for the extra cent per foot now waived. The surround-
-ing Crown Land will be greatly increased in value, and can be**
sold in lots for probably double or treble. The prospective rates/ from the houses will form a considerable revenue, while the houseq
at present occupied by the Portuguese in Caine Road etc., are not
likely to remain vacant, since there is a strong Chinese demand
there.
C.
It will no doubt if successful be a great bo
to the Portuguese including Lany Government clerks.
d.
As Mr. Chatham says, unless this scheme goes
through there is practically no possibility of this area being
opened up for very many years if ever. A Colony such as this will
attract a considerable number of Chinese to the vicinity and so
will tend to open up the Eastern part of Victoria, in conjunction
with the Praya East Reclamation Scheme. From the Government point
of view therefore I should support the proposals.
