Sir,

I have the honour to transmit for your con-

-sideration a copy of a petition addressed to Sir Frederick Lugard by Ir. C. Montague de giving cover to a scheme for the better

housing of the Portuguese members of the Community of Hongkong.

2.

I enclose 6 copies of this scheme together with

an extract from a minute written by Sir F. Lugard before his departure from the Colony and copy of a further minute which I

addressed to the Executive Council on the subject.

At a meeting held on 26th. April the Council

concurred in the terms of my minute and I have accordingly to sub-

-wit the scheme for your favourable consideration.

4.

Mr. Ede has informed me that 246 heads of

families have already applied to him in writing for a house each. As he only proposes to construct 150 houses this leaves a waiting

list of 100 families. He also says that ûl Portuguese have applied

for debentures in shall sums totalling 30,000 and that he has

been promised £300,000 in Hongkong towards the scheme although no

public appeal has of course yet been made to the investing public.

b.

I may mention that Mr. Ede is Secretary to the

Union Insurance Society of Canton, Limited, one of the oldest and

most influential Insurance Companies operating in the Far East and

that during the absence on leave of Mr. E. Osborne last year he
