I have the honour to transmit an extract
from the "Hongkong Daily Press" newspaper of the 11th,
of April and to inform you that a perusal of the letter
published in "Truth" newspaper of the 6th, of March and
signed by 'another old China Hand" has led me to the
conclusion that Commander Basil Taylor, Harbour Master
of this Colony, who is at present on leave in the United
Kingdom, must either have written it himself or inspired
it.

It seems clear that the writer refers
in the third paragraph to the removal of certain
Portuguese clerks from the Harbour Office, more especially
to the case of Mr Guterres; and in support of this view
I would refer you in particular to paragraphs 5 & 9 of
Commander 'Taylor's letter of the 1st of June forwarded
under cover of your Confidential despatch of the 11th.of
July, 1911, and to paragraphs 5 to 15 of ir Clementi's
Memorandum transmitted in Sir F.Lugard's Confidential
despatch of the 25th of August. I may also state that
Commander Taylor's animus against the Cadet service is
well known locally: as is also the interest which he
took in the scheme for the registration of Chinese
servants. Commander Taylor's hostility to Sir H.May is
apparent in
