Referring to Sir F. D. Lugard's Confidential

Despatch of 5th. February, I have the honour to inform you that en

application has been received from Lessrs. P. A. Lapicque & Co.. Agents of the Messageries Cantonaises, requesting that the S. S.

"Charles Hardouin" a sister ship of the 3. S. "Paul Beau" should be

accorded the some privilege as the latter vessel with regard to the

number of passengers carried.

In reply I have caused Lessrs. Lapicque to be informed that pending reference to you the passenger certificate of the S. S. "Charles Hardouin" would be altered so as provision- -ally to allow her to carry 1,200 passengers and I have now to request instructions as to whether the concession provisionally

granted should be confirmed.
