We have the honour to report that in accordance with Your Excellency's letter No. 1116/1910 of 26th. January, we have met to consider the question of a suitable site for the erection of a High Power Wireless Telegraphy Station, and having visited various possible positions both on the Island and on the Mainland we have come to the following conclusions:-

No suitable site can be found on the Island.
A site could be obtained on the Mainland within the area of the Defences, probably the best position being the flat ground near Kowloon City this would, however, necessitate buying the land which is all under cultivation and would entail such a very large expense as to be almost prohibitive.
iii.
Owing to the above difficulties the possibility of erecting a station partly on the foreshore and partly actually in the water at the head of Kowloon Bay, as shown in attached plan, has been considered and is recommended. This position affords an area amply sufficient for the purpose required and, owing to the extreme shallow- -ness of the water, no difficulty should be experienced in putting up the necessary buildings, masts etc., in connection with the Station. Adequate protection from encroachment from seward could be obtained by
a row of piles connected by chains. The cost of this site would be small, and the position which is within the area of the defences is wel
sheltered from the weather.
2. We consider that if the foregoing position is approved of for a high power station, no other station should be erected on the
Kowloon Peninsula.

In the opinion of the Committee, if a Commercial Station is erected it should be of Medium Power having a day range of 850
