Report on Ordinance No.... of 1912 .

I have examined the accompanying Ordinance entitled

"An Ordinance to amend the Liquers Consolidation Ordinance, 1911."

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions,

Section 57 of the Liquers Consolidatien Ordinance provides

for the grant of licences for warehousing liquers and provides an uni- form fee of $250 or such other sum as the Legislative Council may de- termine from time to time. It is proposed that these licensed ware- houses be classified as certain of them can stand a higher licence fee than others. At present they may roughly be said to fall inte four classes, warehouses for European wines, these for Chinese wines, these for bean curd shops and those for the shops which keep spirits of wine with which te make tinctures and scents.

Sub-section (3) now gives Legislative Council power to alter fees for licences in respect of all classes or any class of warehouses

Subject to any alteration the existing fee of $250 stands.
