I have examined the accompanying Ordinance entitled

"An Ordinance te amend the Gambling Ordinance, 1891. *

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions,

There has been of late been a wholesale dealing with lettery

tickets in the Colony and it was found that the law was not sufficient

to deal with the possessien as distinct from the sale of lottery ticket,

This Ordinance amends the Gambling Ordinance 1891 (Section 7) by in- ereasing the penalty en the sale of lettery tickets from $25 to $1000:-. It also makes possession with a view to sale illegal and it places the

*nus of preef on a person found in possession of lottery tickets te

prove that he is net in possession of the tickets with a view to sale.
