With reference to Mr. J. Chamberlain's Despatch No. 122 of the 12th. April, 1901, I have the honour to inform you that Warder J. M. McLeod has requested that his previous service in the Scottish Prison Department may be counted towards his seniority on the local staff, stating that he was given to understand by the Secretary to the Prison Commissioners of Scotland that his service there was to count. I shall be glad to learn whether any such promise was made to Warder McLeod at the time of his transfer to Hongkong.
