of opinion that it would be desirable to embody a clause in the
conditions of Alienation of land to a Company to the effect that
no shares in the Company could be held by anyone except a British
subject. The Committee is also of opinion that the mere mention of
the domicile of the Directors &c., would be an insufficient safe-
-guard.
Para. 6.
The following is the Naval opinion on the general question with which the Committee is in accordance:-
There are three aspects in which (from the Naval point of view) danger or inconvenience might be incurred through foreigners establishing themselves inside the Naval Base, besides the point (viz.:- the establishment of a large coal depốt) which the Admiralty has already dealt with:-
(i).
(ii).
(iii).
Occupation of foreshore, or a deepwater site, where torpedo or mining attack might be made against the Fleet in times of strained relations or even before relations were known to be strained.
The establishment of a foreign personnel trained for War, and the stowage of arms for them and their compatriots in the Colony.
The occupation of sites close to particular defences which might interfere with the proper safeguarding of such defences at times of strained relations.
As regards (i) the Aduiralty has already deprecated the lease of deepwater sites to foreigners in para. 2 of their letter dated 13th. April, 1911, No. M.1990, and it is suggest -ed that before any such foreshore or deepwater site be leased the question should be referred to the Naval Authorities at as early a stage as possible.
As regards (ii) the Naval interest in this aspect is subordinate to the military, as on the Army would devolve the principal responsibility for safeguarding the Naval Establishments against organised attack from the land.
As regards (iii) there are a few sites such
as those close to Kowloon Dockyard or the Naval winefields, which should not be alienated to foreigners. These position snould be
defined.
