I have the honour to acknowledge the receipt

of Your Excellency's letter enquiring my opinion as to

the qualifications of Mr F.A.Hazeland for a judicial post

in the Straits Settlements or the Federated Halay States.

In reply I beg to state that I have no personal experience

of Mr Hazeland as a Judge. I know him however to be a

very careful and painstaking Magistrate and I have read

judgements delivered by him as acting Pulsne Judge which

seemed to me sound and well considered.

Mr Hazeland's intimate knowledge of Chinese

customs and character would I imagine be very useful in

any Court resorted to by litigants of that race.
