The humble petition of Frederick Howell late Head Bailiff of the Supreme Court of Hongkong.
Showeth as follows:-
1.
Your petitioner entered the service of the Government of Hongkong on the 10th day of September 1880 and remained in such service until the 1st day of January 1912 when he was permitted to retire therefrom by reason of ill health contracted during the performance of his duties as Head Bailiff of the Supreme Court.

During the whole of the said period of over 31 years your petitioner has been absent on leave on three occasions only, amounting altogether to a period of about 24 months, the first of such occasions taking place more than 17 years after your petitioner joined the said service.
3. Upon your petitioner's retirement as aforesaid he was granted a pension of $1225 per annum being thirty five sixtieths of the amount of his salary, which pension it has been certified by the Colonial Treasurer your petitioner is entitled to draw at the rate of 3a. 8d. the dollar as fròm and including the 1st day of January 1912.

Your petitioner has been advised by his medical adviser not to proceed to England until the winter has passed but he is desirous of proceeding to that country early in the month of April next.

On the 21st day of Decembar 1911 your petitioner, in view of his pending retirement for which permission has been given,
