Sir,

I have the honour to transmit a Memorial

addressed to you by Mr. Frederick Howell in which he prays that pending his departure from the Colony his pension may be paid to him at the rate of 3 8 8 d. or 3 s to the dollar and that he may also be granted a passage to England.

By General Order 58 (3) officers living in any Asiatic country draw their pensions in dollars at the market rate of exchange and there is no reason why this rule should be waived in the case of Mr. Howell.

His request for a passage cannot be acceded to, and he has already been so informed.
