I would ask that the Marine Surveyors here, as regards salary be placed on somewhat the same basis as those of Singapore on the following grounds;-

1.

That this is a more important shipping port than Singapore, being a terminal port for large ocean going steamers such as the C. P. R., British Section of the Pacific Mail Co., the large Calcutta steamers of Apcar and Jardine, Matheson and Company, all of which are surveyed here for Passenger Certificate and Emigration. The coasting steamers surveyed here are also of much larger tonnage and power. In 1908 the shipping tonnage returns of Singapore was 60% less than that of Hongkong.

Although the climatic conditions may be better here, the work is harder. I am the fifth and only surviving G. M.. S. since the office was instituted in 1881 while, in the last eight years two assistant surveyors have had to be invalided out of the service, and there are four Marine Surveyors in Singapore as compared with three in Hongkong.

There has been a great increase in the work performed

for other branches of the public service. The work involved in the examination and supervision of repairs has been recently increased by the addition of all the vessels attached to the Sanitary Department

and by the now annual examination of all the boilers &c. attached to

the bath houses, pumping and disinfecting stations.

4.

All the overtime fees earned by this sub-department are

paid into the Treasury. Overtime was worked on 10 Sundays and 13 week days, producing a sum of 8755 in 1911.
