I have the honour to inform you that from time

to time the Colonial Veterinary Surgeon, at the request of the Military Authorities, has given advice in a private capacity as to the treatment of certain mules which are kept for transport servic- -es at Kowloon.

It is felt, however, by the Military Authoriti- -es that they are not justified in making use of the Veterinary Surgeon's services without paying for them, and they have suggested that an arrangement should be made by which they can call on him for advice and pay him a reasonable sum.

I should be quite prepared to agree to Mr. A. Gibson receiving fees in this case as private consulting work which he has a right to and I have provisionally approved his doing so, but as it is a case of a Government Officer under taking work for another Government Department I shall be glad to know whether you

approve.
