dealings, beyond tracing work and common enquiries, with the heads of the various Post Offices established in Shanghai, who are as a rule the heads of various postal Administrations.
The correspondence which he conducts with the other postal administra- J-tions is strictly confined to routine work, reclamations, enquiries fo
missing correspondence etc.
As regards Mr. J. C. Kaye, the officer has shown that when he was acting as Postmaster during the absence of Mr. Solly, that he was capable of managing the Shanghai Office; but several com- -plaints were received as to rudeness and inattention. Correspondence regarding a dispute between himself and Mr. Solly has been referred to the Secretary, General Post Office, London. Lately he has not shown that diligence which is expected from an officer in his position.

Administration:-
All instructions are issued direct from the Postmaster- -General at Hongkong to the various Agents, except informing the Northern Agencies of any sudden alteration in rate of exchange affect- -ing money orders (which is done from Shanghai). This exception is made to save delay in writing from Hongkong.
The Postal Agents are instructed from time to time from Hongkong as regards dealing with mails, the Consular Officers use their discretion to a great extent in dealing with the public being guided by the regulations of the Hongkong Postal Guide and forwarding to Hongkong any complaint of a serious nature, which cannot be dealt with locally.
All questions of appointment and dismissal of officers other than Postmen and similar class are referred to Hongkong, also any punishment incurring a fine.
All question of administration, communications with other postal administrations (except enquiries for missing articles) financial questions, acceptance of returns are referred to the Post- -master-General at Hongkong. No subordinate unestablished officers are regarded as being on the permanent employment of the Postmaster at
