Hongkong, 22nd. September, 1911.

In reply to the application of the members of the Ledical Department, on sterling pay, of the 15th, Kay last asking that they may be allowed to participate in the scheme which has re- -cently been approved by the Right Honourable the Secretary of State with regard to the salaries and allowances of certain appointments to which the Cadet Branch of the Civil Service heve a preferential claim, I am directed to inform you that there is no 'new scheme' for enhanced pay except to the officers holding these appointments in whose case A manifest mistake and injustice has been rectified.

His Excellency is of opinion that the scale of

pay in the Hongkong Medical Service compares favourably with that in the Straits Settlements where the climatic conditions are inferior, and with that in the West African Colonies where few of the amenities

of life in Hongkong are to be found.

3.

His Excellency seas no reason why an officer should expect to reach his maximum in less than 18 years.

4.

His Excellency is unable to agree that the conditions of a medical officer's service in Hongkong compare at all

unfavourably with those in other Colonies where the scale of pay is

certainly not higher.
